Information on the procedure

Everyone has the right to request that the digital accessibility of a website, a mobile application or any of their elements be ensured. You can also request information to be made available using an alternative access method, for example by reading out a digitally inaccessible document, describing the content of the video without audio description, etc. The request should contain the details of the person submitting the request, indicate which webpage or mobile application is meant and the method of contact. If the requesting person reports the need to receive information by means of an alternative access method, they should also specify a convenient way of presenting this information. The public entity should fulfil the request immediately, not later than within 7 days from the date of the request. If it is not possible to meet this deadline, the public entity shall immediately inform the person making the request about it and when it will be possible to fulfil the request, which may not be later than 2 months from the date of submitting the request. If digital accessibility is not possible, the public entity may propose an alternative access method. In the event that the public entity refuses to comply with the request to ensure the accessibility or an alternative method of access to information, the person submitting the request may submit a complaint regarding the provision of digital accessibility of the website, mobile application or an element of the website or mobile application.

After the above procedure is completed, one may also submit an application to the Ombudsman.

Architectural accessibility

Entry accessibility:
There are three entrances to the building:

  • Main entrance from ul. Św. Antoniego 41. There are no steps to this entrance, and there are no thresholds. Two types of doors are installed: one classic 4-leaf revolving door and two double-leaf glazed doors. The entrance is not secured with gates.
  • Side entrance from ul. Szkolna. There are no steps to this entrance, and there are no thresholds. A single-leaf glazed door is installed.  There is a door bell at this entrance. The entrance is not secured with gates. The passage leads through a short vestibule to the main corridor.
  • Side entrance from the underground car park. There are no steps to this entrance, and there are no thresholds. A double-leaf glazed door is installed. The entrance is not secured with gates. After entering, on the left side there are stairs leading to the 1st and 2nd floor.

Floor accessibility:

The building of the County Government Office is a free-standing building with 3 above-ground storeys and 1 underground storey. There are 3 staircases in the building. Access to individual floors is provided by two lifts (hydraulic lifts). The first one is a hydraulic panoramic lift (steel structure covered with safety glass), situated in the main hall, the second one is a goods and passenger lift, situated in the corridor. The disabled can access the ground floor of the building from the level of the adjacent ground. Ramps are provided to join floor surfaces of different height. All corridors and rooms on the ground floor and upper floors are accessible for wheelchair users. In the hall on the ground floor near the main entrance there is an office where documents can be submitted. At the entrance from ul. Św. Antoniego and at the entrance from ul. Szkolna, on the left-hand side there are information boards with the list of departments and offices of the County Government Office and a plan showing their location on subsequent floors. The entrances to the rooms are marked with signs.

On the ground floor, next to the Driver and Vehicle Licensing Office, there is an electronic display additionally providing voice information about the order of people to be served in the Office.

There are 2 conference rooms on the first floor of the County Government Office. The rooms can be accessed by lift or stairs near the main entrance to the building. There is a large manoeuvring space for wheelchair users.
The building has an alarm sound system in the event of an ordered evacuation.

Signs:
The building is clearly marked with information boards at the three entrances to the building. There is also high-visibility marking of the edge of the steps in black and yellow.

Toilet accessibility:
The toilet is adapted for the disabled, located on the ground floor of the building of the County Government Office.

Parking accessibility:
In front of the building from ul. Św. Antoniego and from ul. Szkolna as well as in the main car park there are 4 parking spaces for the disabled.

Impediments:
There are no loudspeakers of an audio guidance system for blind and visually impaired people at any of the entrances to the building. There is no information about the right to enter with an assistance dog. There are no Braille markings in the building, no contrast or enlarged print markings for the blind and partially sighted.

Service for the hearing-impaired/hard of hearing/deaf

The hearing-impaired/hard of hearing/deaf may use the service of a sign language interpreter two days before the planned visit to the Office. In addition, if the client is unable to reach the appropriate department or office of the County Government Office, it is possible for the clerk to descend to the ground floor of the building and service the client in a manner convenient for the client.

Children's corner / place for a child
On the ground floor of the County Government Office building there is a children's corner - a small table and chairs.

II. Digital accessibility
In terms of digital accessibility, the County Government Office in Tomaszów Mazowiecki publishes information about the scope of its activities on the website.
Pursuant to art. 4 of the County Self-Government Act, the County performs supra-communal public tasks specified in law in the field of: public education, healthcare and health promotion, social assistance, pro-family policy, supporting disabled people, public transport and public roads, culture, protection and maintenance of monuments, physical culture and tourism, geodesy, cartography and cadastre, architecture and construction administration, water management, environmental and nature protection, agriculture, forestry and inland fishing, public order and safety of citizens, flood protection, including equipment and maintenance of the district flood protection warehouse, fire protection and prevention of other extraordinary threats to human life and health and to the environment, prevention of unemployment and activation of the local labour market, protection of consumer rights, maintenance of County public utility facilities and equipment, as well as administrative facilities, promotion of the County, cooperation with non-governmental organizations. In order to ensure accessibility to people with special needs, in accordance with the Accessibility Act, the County Government Office follows the guidelines for the publication of photos and promotional videos posted on the website of the Tomaszów County and the FB profile.

The photos published on the website contain descriptions whereas videos are subtitled. Live conferences do not require translation. Within the statutory period, the video is subtitled or, in the absence of subtitles, removed from the website. To ensure digital accessibility for people with special needs, the Office provides broadcasts sessions of the County Council with subtitles up to 2 weeks after the sessions. Recordings from before September 23rd, 2020 are not transcribed. III. Information and communication accessibility
Accessibility in the area of information and communication consists in providing services to people experiencing permanent or periodic difficulties in communicating with the use of means supporting communication, such as e-mail, text messages, including SMS, MMS or instant messaging.
In the County Government Office, matters are handled by personal contact with the client, by post, electronically (including via e-PUAP) or by phone.

IV. Alternative Accessibility
Alternative access includes first of all providing support to another person, e.g. by telephone contact, arranging a meeting with a client in another place. In the building of the County Office, the hearing-impaired/hard of hearing/deaf may use the service of a sign language interpreter two days before the planned visit to the Office. In addition, if the client is unable to reach the appropriate department, office of the County Government Office, it is possible for the clerk to descend to the ground floor of the building and service the client in a manner convenient for the client. On the ground floor of the building, at the County Disability Assessment Board, an induction loop has been installed as one of the methods of support for the hearing-impaired/hard of hearing/deaf. The induction loop increases the hearing comfort and the quality of the sound received by the hearing aid.
